Noise Abatement Program

Executive Airport is one of the busiest general aviation airports in the country and a noise sensitive airport. The airport is continuously striving to be a good neighbor to nearby residential communities while meeting the needs of the aviation industry.

Along with a number of noise abatement procedures, the airport has implemented a noise abatement departure turn for jets. With the turn, north and westbound jets departing Runway 8 are assigned a left turn to 330 degrees flying over the industrial corridor by I-95, rather than flying straight eastbound to the coast, as jets were previously routed. The turn routes jet departures over the commercial and industrial areas along I-95 and significantly reduces noise over residential areas.

In order to implement these changes for noise abatement, Fort Lauderdale Executive Airport has completed updates to its Part 150 Noise Compatibility Study and Noise Exposure Maps, which were submitted to the FAA. The measures recommended in the Study were developed with the help of the Community Advisory Group made up of area residents, Executive Airport tenants, government officials, and airport staff.

Noise Compatibility Program Elements

Fort Lauderdale Executive Airport operates a comprehensive, continuing Noise Compatibility Program (NCP) that relies upon a partnership between the community, airport users and City staff to minimize aircraft noise over neighboring communities. Outlined below are the elements of the NCP that the City of Fort Lauderdale has implemented to date. These elements have been developed through extensive public involvement and approved by the Federal Aviation Administration.

Noise Abatement Program Services:

• 24-hour Noise Abatement Hotline – (954) 828-6666
• 24-hour Air Traffic Control Tower – FAA staff during nighttime hours are funded by the City to ensure that aircraft follow nighttime noise abatement measures
• Maintains and operates permanent noise monitoring system
• Operates an advanced program of the Airport Noise and Operations Monitoring System (ANOMS) that utilizes passive radar sites
• Pilot Education Program, including:
  • Contacting individual pilots
  • Conducting Pilot Noise Abatement Workshops (Jets, Helicopters, and Propellers)
  • Annually presenting the Achievements in Community Excellence (ACE) awards
  • Posting of airfield noise abatement advisory signs
  • Producing and distributing noise abatement procedure inserts, diagrams, and brochures for pilots
• Support of airport perimeter development as a noise barrier
• Full-Time Noise Abatement Officer

Noise Abatement Measures for Aircraft:

• I-95 Turn - Runway 8 jet departures, heading north or westbound, instructed to turn left in order to fly over I-95
• Nighttime I-95 Turn - Runway 8, all jet departures instructed to turn left between 11:00 p.m. and 7:00 a.m.
• Voluntary nighttime preferential runway for departures is Runway 26 for all aircraft
• Voluntary nighttime preferential runway for arrivals is Runway 8 for all aircraft
• Voluntary Runway 26 departures turn after passing NW 31 Avenue
• Voluntary use of jet noise abatement departure and arrival profiles
• Voluntary restriction of jet aircraft use on Runway 13 and 31
• Voluntary restriction of nighttime, weekend, and holiday repetitive landing and practice approach operations
• Prohibit maintenance engine run-ups between 7:00 p.m. and 7:00 a.m.
• All aircraft avoid overflight of residential area 1/2 mile southeast of the Air Traffic Control Tower (ATCT)
• All runways are noise sensitive and monitored 24 hours
• Runway 13 and 31 closed between 10:00 p.m. and 7:00 a.m., when Runway 08 and 26 are operational
  

Compatible Land Use Elements:

• Rezoning of non-compatible property as opportunity arises
• Incorporation of noise requirements into local jurisdictions’ development control
• Voluntary fair disclosure by real estate agents
• Coordination with City/County Planning Departments for new residential developments.

Noise Monitoring System

Fort Lauderdale Executive Airport also operates a state-of-the-art system, which uses aircraft and noise monitoring equipment, called the Airport Noise and Operations Monitoring System (ANOMS). The system allows the airport to collect detailed data on aircraft noise levels and altitudes over residential areas.

Fort Lauderdale Executive Airport served as the development site for ANOMS and was the first airport to purchase it in 1991. The system is currently in use at 30 installations worldwide.

The system consists of a passive radar antenna, six permanent noise monitors, and integration software. A portable noise monitor helps the airport collect additional noise data throughout the community.

ANOMS is used to match citizen reports of unusually loud operations to the specific aircraft that generated the disturbance. The system can also identify the plane's altitude and noise levels over the homes. This information helps airport staff follow up with individual pilots as well as analyze, implement, and monitor noise abatement procedures.

Fort Lauderdale Executive Airport also operates a 24-hour Noise Abatement Hotline available to area residents to report unusually loud aircraft. This input helps airport staff to use the noise monitoring system to quickly identify problems and follow up with pilots.

Achievements in Community Excellence Award – ACE Awards

In 1998, Executive Airport implemented a new element of the Noise Compatibility Program’s Pilot Outreach designed to provide pilots and aircraft operators as an incentive to fly their jets as quietly as possible. The "Achievements in Community Excellence (ACE) Awards" formally recognizes tenants who make exceptional efforts to comply with the elements of our Noise Abatement Program throughout the year. Over the years, the award was extended to individuals, agencies, and businesses that also demonstrated extraordinary support of the program that allow further progress with our noise abatement goals. In 2007, the purpose for the award was broadened to include non-aviation tenants that brought significant positive impacts to the City and surrounding communities. At the Annual Open House and Awards Ceremony held at the end of the year, the City of Fort Lauderdale Executive Airport presents its most prestigious award, Achievements in Community Excellence (ACE) Award. The Airport staff makes observations throughout the year and determines the recipient for year’s awards. Other awards that are presented include the Special Recognition Awards as well as the Air Operations Area (AOA) Driving Safety Awards.
